The cross-product of all these artefacts for all of the object models, languages and APIs provides the practical ability to build interoperable openEHR-compliant services, applications and tools. This view has been developed to take a user-centric perspective. The ability to build an openEHR system of this type is primarily driven by the availability of libraries designed to interface with the primary languages and API bindings. This process of machine reengineering is made possible by the availability of such software. To further support machine reengineering, the primary specifications have been’machine-reengineered’ by the openEHR team. The cross-product view is a snapshot in time.

As to the purpose, use, application, utility and operability of the computerized information on the patient, including the name and address of the patient, the place of birth and address of the patient, the date of birth of the patient, and such other matters as the parties may agree to provide the user of the information. In addition to the standard CIC agreements, there is another CIC agreement available in the server copy called CIC Language Coding Agreement CIC_LANG_CODING. This agreement may be used in the place of the standard CIC agreement in the openEHR data base, and is used by the server to validate a complete openEHR data base. When the language of a closing agreement determines the effect of any item on a subsequent year, that closing agreement should state the full extent of the law or rule of law under which the 1997 year is to affect the subsequent year, at the same time stating its full effect on any other year that would otherwise be affected by this subsequent year. The 1997 year’s law or rule of law determination must take into account any lack of control of the determination of the 1994 year. Therefore, the determination of the 1997 year must be stated entirely in the present tense, without any reference to future or past years, and must not make any reference to a potential future action, such as a report, examination, or adjustment to a subsequent year that might be taken by the Service (or other tax authorities). The language of the determination of the effect of 1997 should state the full extent of the law or rule of law under which it is proposed to act. The language should not refer to “delinquency” or other hypothetical terms: “delinquency” means that any further action in the 1997 year under the Act (including a subsequent year) is barred until the correction or clarification of the determination is effected. It should also not refer to an examination because its effect is to place the investigation within a period of time similar to that provided by the procedures for examinations. Nor should it set forth its purpose, which is to give effect to the unperformed provision which is explicitly stated in the agreement. Its purpose is to clarify the law or rule of law applicable to the subsequent year. Therefore, the language of the determination should state the full extent of the law or rule of law applicable to the subsequent year and set forth the unperformed portion of the agreement. 5ec8ef588b
